Uttarakhand: Leader of Opposition Yashpal Arya lashed out at the state government on many issues like wastage in the first phase of monsoon, electrocution in Chamoli, loss to farmers
Leader of Opposition Yashpal Arya said that the devastation in the first phase of monsoon has proved that the government has completely failed in disaster management. He said that whether it was water logging in the plains districts including Dehradun in the first rains or death of 16 innocent people due to man-made calamity of electric current in hilly district Chamoli, gross negligence and dutylessness of the government has been exposed in every incident.
The Leader of Opposition alleged that the sensitivity of the government regarding the disaster can be gauged from the fact that the meeting of the State Disaster Management Committee has not been held for almost a year. He said that at the state level, the State Disaster Management Committee headed by the Chief Minister is responsible for disaster management and coordination and policy decisions at the time of disaster.
The Leader of the Opposition said that the viral video of the Assembly Speaker related to the Malan Bridge in Kotdwar has proved that even in a disaster, the Speaker of the State Assembly has to plead for help in front of an uncaring bureaucrat. From this one can know what will be the condition of other people's representatives and common people in this state.
He said that after the recent calamity, the Chief Minister had to issue appropriate orders and send the ministers in charge of the districts to those districts where they are in charge. The ministers in charge have also returned to the capital after completing the formalities of "disaster tourism" instead of "disaster management" in their respective districts.
Yashpal Arya alleged that in the first monsoon rains, the metro city of Dehradun was completely exposed, the whole city had turned into ponds. He said that what can be expected of relief in the rest of the state from the government which is not able to find a solution to the problem of water logging in Dehradun, the declared smart city capital.
The Leader of the Opposition said that the plains district Haridwar was completely submerged in the recent rains, the same condition was with Udham Singh Nagar. The crops of the farmers in these plain districts have been destroyed.
He said that like the plains, the condition of hilly districts is also worrying. Describing the death of 16 people due to negligence in Chamoli, the Leader of Opposition said that if the administration was alert, these people could have been saved.
The Leader of the Opposition said that in the recent past, the government has failed in all these matters of disaster forecasting, timely rescue, relief and rehabilitation. He said that it is useless for this government to compensate for the losses caused by this year's calamity when farmers have not yet received compensation for the crops destroyed by last year's floods. He alleged that the insurance companies are collecting premium for the crops from the farmers, but are not giving compensation for the damages due to the destruction of the crops in the calamity.
The leader of the opposition said that the situation is the same in the hilly districts where the crops like apple, tomato etc. are rotting in the fields due to the calamity not reaching the market. He said that drinking water lines, residential houses, main roads and link roads have suffered heavy damage due to landslides and water ingress at various places. It is impossible to restore all these infrastructure without interdepartmental coordination and assistance from the Centre.
The Leader of the Opposition warned the government that there is still time for heavy rains, so for effective management and coordination in possible disasters, the Chief Minister should call a meeting of the State Disaster Management Committee as soon as possible and set up District Disaster Management Committees in the districts. Even where the meeting has not taken place, a meeting of the District Disaster Management Committee should be organized for better coordination in possible disasters.
